The Nigerian Army Resource Centre Consult (NARC Consult) is the commercial arm of the Centre. It is headed by the Executive Director Consult (ED Consult) and made up of the Directorate of Consultancy under the Director Consultancy (D Consult) and the Directorate of Marketing under the Chief Marketing Officer. The NARC Consult is the first point of call for all prospective collaborators with the Centre.
BRIEF DESCRIPTION OF NARC DIRECTORATES
The Research Branch majorly conducts research for the Nigerian Army and the Armed Forces of Nigeria in general. Its research works bestride aspects of security at all levels and the military in national development. It also organises conferences and publishes books, journals and articles for the Centre. The Branch consists of the Defence and security Development Department, the Military Technology and Scientific Research Department, and the World Affairs and International Relations Department. Each department is supervised by a Senior Research Fellow (SRF). The Research Branch is headed by a Provost who is civilian Professor.
The Directorate of Administration and Support services (DOASS) is the engine room of the Centre. It handles the organisation of the human and material resources of the Centre. It also ensures effective service delivery of all programmes offered by the Centre and appropriate vetting of all personnel as well as staff of other partners deployed on an ad-hoc basis in the Centre. The Directorate consists of the General Administration Department under the Deputy Director General Administration (DD Gen Admin) and the Support Services Department under the Deputy Director Support Services (DD SS). It is headed by the Director of Administration (DOA).
The Directorate of Human Resource Development (DHRD) is responsible for the coordination of all academic and non-academic activities associated with symposia, seminar, conferences, lectures and other trainings organised by the Centre. The DHRD publicises the Centre’s training courses and other human capacity development programmes in conjunction with the NARC Consult. The Directorate is headed by the Director Human Resource Development (D HRD) and consists of the Human Resource Department under the Deputy Director Human Resource (DD HR) and the Training Department under the Deputy Director Training (DD Training).
The Directorate of Quality Assurance, Collaboration and Linkages (DQACL) is the repository of all collaborations between the Centre and her partners. The Directorate develops baseline for quality assurance of all the activities of the various directorates in the Centre and considers proposals for collaborations with relevant stakeholders as well as advice the management on all matters relating to Memoranda of Understanding (MoU). The Directorate consists of the Department of Internal Relations under the Deputy Director Internal Relations (DD IR) and the Department of External Collaboration and Linkages under the Deputy Director External Collaboration and Linkages (DD ECL). The Director Quality Assurance, Collaboration and Linkages (D QACL) heads the Directorate.
The Directorate of Information and Communication Technology (DICT) is the Centre’s main stay on ICT matters. It provides all the ICT supports to NARC and caters for all the communication needs of the Centre as well as the ICT facilities available in NARC. The DICT also liaises with all telecommunications and network providers as well as ICT companies desirous of collaborations with the Centre. The Directorate consists of Communications Strategy Department under the Deputy Director Communications Strategy (DD Comms Strat) and the Information Technology Department under the Deputy Director Information Technology (DD Info Tech). It is supervised by the Director ICT (D ICT).
The Directorate of Finance and Accounts (DFA) is the main financial advisor to the Director General NARC and manages all financial engagements for the Centre. It is presided over by the Director of Finance (DOF) who is supported by the Assistant Director Finance and Account (ADFA), the Head of Internal Audit, and the Staff Officer Grade 2 Payment (SO2 Payment).
The Directorate of Corporate services (DCS) is the image maker of the NARC. It handles all media services and online presence for the Centre as well as advice the DG on all media related issues. The Director Corporate services (D CS) oversees the Directorate. The DCS consists of the Information services Cell under the Assistant Director Information Services (AD Info Svc), the Corporate Affairs Cell under the Assistant Director Corporate Affairs (AD CA), and the Publication and Conferences Department under the Head of Department (HOD Pub and Conf).
The Directorate of Library and Archives (DLA) is responsible for maintaining an up to date physical, digital and virtual library for the Centre. Its literatures encompass policies, practices, strategic, tactical, organisational and socio-economic issue as it affects the Nigerian Army. the DLA consists of the Library Department under the Deputy Director Library (DDL) and the Archives Department under the Deputy Director Archives (DDA). The Director Library and Archive (D LA) oversees the Directorate.
The Directorate of Counter Terrorism and Counter Insurgency (DCTCOIN) handles the strategic management of CTCOIN. It undertakes the study of various facets of CTCOIN and advises the NA as well as the AFN on policies and methodologies for countering terrorism and insurgency at the strategic level of command. The Directorate consists of the Terrorism/Insurgency Department under the Deputy Director Terrorism/Insurgency (DD Terrorism/Insurgency), the Lesson Learnt Department under the Deputy Director Lesson Learnt (DD Lesson Learnt), and the Campaign Analysis Department under the Deputy Director Campaign Analysis (DD CA). The Director CTCOIN (D CTCOIN) oversees the Directorate.
The Directorate of Leadership Development (DLD) is the leadership development arm of the NARC. It stimulates and develops contemporary leadership skills and abilities of the Nigerian Army personnel, sister Services, other security agencies and MDAs. The Directorate is presided over by the Director Leadership Development (D LD) and consists of the Strategic and Executive Leadership Development Cell under the Deputy Director Strategic and Executive Leadership Development (DD Strat and Exec Leadership Dev), the Personal Leadership Skills/Awareness Development Cell under the Deputy Director Personal Leadership Skills/Awareness Development (DD Personal Leadership Skills/Awareness Dev), and the Programs Cell under the Deputy Director Programs (DD Programs).
The Directorate of Net assessment and Future Plans (DNAFP) is the arm of NARC which provides the NA with the needed platform to project into the future. It plans for capacity development in anticipation of future operations for enhanced national security in order to position the NA to effectively respond to future challenges. It prepares for enhanced national security by facilitating the development of strategies to avert or limit the impact of future disasters or world events through the organisation of seminars and symposia in related fields. The Directorate is headed by the Director Net Assessment and Future Plans (D NAFP) and consists of the Conventional Warfare Assessment Cell under the Leader Conventional Warfare (Ldr Conventional Warfare), the Net Assessment Cell under the Leader Net Development/Assessment (Ldr Net Dev/Assessment), the NBC Warfare Assessment Cell under the Leader NBC Detection/Monitoring (Ldr NBC Detection/Monitoring), the Future Plans & Project Cell under the Leader Future Plans/Project (Ldr Future Plans/Project), and the Asymmetric Warfare Assessment Cell under the Leader Asymmetric Warfare (Ldr Assym Warfare).
