The Executive Director (ED) Specs Academy, Abuja Dr Okey Ikechukwu has postulated that human capital development can make or mar National Security. This was revealed when he delivered a lecture as a Guest Speaker on occasion of Nigerian Army Resource Centre (NARC) Third Lecture series at Conference Hall A of the Centre. Dr Ikechukwu said the citizen is the primary resource of any nation and that a new born child in this regard is only a potential citizen. He explained further that education and training enables the child to join the positive value-chain of the society.

The Guest Speaker said this can be achieved through heavily investment in education, capacity building and leadership mentorship. He pointed out that only those who move from nominal to substantive citizenship are national assets while the rest are security and economic liabilities. Dr Ikechukwu used the story of Finland as a parameter to differentiate our self- inflicted National insecurity with that of Finland which was deliberate investment on Human Capital.
He said disoriented parents, unregulated pre-primary education, and drop-out staff as teachers, the 6-3-3-4 system of education disaster among others have contributed the weak Human Capital Foundations of the Nigeria State.
Finally, he recommended that to make our Human Capital Development like that of Finland we need to ensure that a template for sound Human Capital Development that would strengthen National Security, including a graduated orientation progammes for all cadres of leadership in Nigeria is drawn up and implemented.
